In March 2004, the federal Substance Abuse and Mental Health Services Administration (SAMHSA) released a $100 million competitive grant for the Access to Recovery (ATR) Program. ATR is a Presidential initiative to allow people needing substance abuse treatment more choices in their path to recovery. The Department of Alcohol and Drug Programs (ADP) applied to participate, and in August 2004 was awarded $7.6 million annually for three years for the California Access to Recovery Effort (CARE) program. In September 2007, CARE was awarded a second, three-year ATR grant that expanded services to Butte, Shasta and Tehama counties and focuses more intently on the increase in California of Methamphetamine abuse.

The overall goals and objectives of the CARE program are to:

  • Reduce California's youth treatment gap
  • Ensure individual consumer choice
  • Expand the number and types of service providers from which youth may choose
  • Promote safe and effective services for youth

CARE Partners' Roles and Responsibilities

The Assessment Providers are the main point of entry for all CARE clients. Youth are referred to an Assessment Provider from the call center, via information found on the CARE website, and through other referral sources.

Assessment Providers:

  • Serve as the main entry point for all CARE clients;
  • Determine client eligibility for treatment and/or recovery support services;
  • Identify the level of treatment and/or recovery support services needed;
  • Utilize the CARE provider network to identify service providers that match the level of treatment and recovery support services the client needs;
  • Present provider options to client and identify provider(s) of choice;
  • and Request voucher(s) for the client;

Treatment and Recovery Support Service Providers:

  • Accept vouchers from appropriate clients when they have available capacity;
  • Provide appropriate and allowable services to clients as authorized by the voucher and specified in service plans developed by the provider and the client;

All Providers:

  • Report all specified data to MAXIMUS;
  • Attend any training or performance reviews required by ADP;
  • Protect clients' personal information and participation in treatment or recovery services from unauthorized disclosure by complying with the federal confidentiality regulations related to the release of alcohol and drug abuse records (42 CFR Part 2);
  • and Comply with the privacy and security requirements of the Health Insurance Portability and Accountability Act (HIPAA) (45 CFR Parts 160 and 164);

Recovery Support Services:

  • Are an array of activities, relationships and services to support a client's participation in treatment and overall success in their path to recovery;
  • Include pre-employment/vocational support, educational support, mentoring, spiritual coaching, childcare, and transportation;
